Venecijanska rezolucija

Venecijanska rezolucija, pokrenuta od strane Međunarodne komisije za elektromagnetsku sigurnost (ICEMS), 6. lipnja 2008.

Kao što je navedeno u rezoluciji Benevento iz rujna 2006. godine, i dalje smo zabrinuti zbog učinaka izloženosti ljudi elektromagnetskim poljima. Na venecijanskoj radionici pod naslovom Temelji bioelektromagnetizma: prema novom razlogu za procjenu i upravljanje rizikom" diskutirali smo o elektro-preosjetljivosti, promjeni krvno-moždanih barijera, učenju i djelovanju na ponašanje, promjenama u aktivnosti enzima antioksidans, oštećenju DNA, biokemijskim mehanizmima interakcije, biološkim oštećenjima i eksperimentalnim pristupima kako bismo provjerili ove učinke.

Kao rezultat, prisiljeni smo potvrditi postojanje netoplinskih učinaka elektromagnetskih polja na žive tvari, za koje se čini da se javljaju na svim razinama istraživanja, od molekularne do epidemiološke.

Hitna zadaća međunarodnih istraživača je otkriti detaljne mehanizme netoplinske interakcije između elektromagnetskih polja i žive tvari. Posredna posljedica će biti oblikovanje novih općih standarda javne i profesionalne zaštite. Mi, koji smo na čelu ovog istraživanja, potaknut ćemo etički pristup u postavljanju standarda izlaganja koji štite zdravlje svih, uključujući i onih koji su više ugroženi. Svjesni smo potrebe istraživanja kako bi otkrili kritične parametre izloženosti, učinak i rizik od izloženosti elektromagnetskim poljima.

Standardi za zaštitu od neionizirajućeg zračenja preporučeni od strane međunarodnih organizacija za standarde i podržani od strane Svjetske zdravstvene organizacije su nedovoljni. Postojeće smjernice temelje se na rezultatima studija akutne izloženosti i u obzir su uzeti samo toplinski učinci. Potrebna je svjetska primjena načela opreza. Osim toga, novi standardi moraju biti razvijeni kako bi u obzir uzeli različite fiziološke uvjete, npr. trudnoću, bebe, djecu i starije osobe.

Izuzimamo se od tvrdnje bežične komunikacijske industrije da ne postoje vjerodostojni znanstveni dokazi koji bi zaključili postojanje rizika. Nedavni epidemiološki dokazi jači su nego prije, što je još jedan razlog da se opravda poduzimanje mjera predostrožnosti kako bi smanjili standarde izloženosti u skladu s načelom predostrožnosti. 

Svjesni smo rastućeg zdravstvenog problema poznatog kao elektropreosjetljivost; da je to nepovoljno zdravstveno stanje koje može biti onesposobljavajuće; i, da to stanje zahtjev dodatnu hitnu istragu i priznanje.

Preporučujemo ograničeno korištenje mobitela i drugih sličnih uređaja, od strane male djece i adolescenata, te pozivamo vlade da se pridržavaju načela opreza kao privremene mjere, dok se razvije više biološki relevantnih standarda za zaštitu, a ne samo za apsorpciju elektromagnetske energije u glavu, ali i štetnih učinaka signala na području biokemije, fiziologije i električnih bioritmova.
